Four rules cover nearly every green-scroll question: where they come from, when they can be spent, how much each spend costs, and what the spend actually buys.

Restoring residential buildings in The Town hands out green scrolls: 1 per Small House, 3 per House, 10 per Large House and 25 per Block. Shops are stated as not paying them at all, so scroll income is a housing yield rather than a general Town income.

While carried they do nothing. The scrolls only turn into anything at Linda, at the Dockside Club in the Port, and her new-people menu opens only on Lust — the third day of the six-day week.
Linda spends them in 1, 3, 5 or 10
Each purchase costs a fixed number of scrolls from that ladder, and guides report the larger options open as Linda’s reputation grows instead of being available on the first visit.

The spend buys new residents for The Town. New people raise Town quality and lift the maximum Likes limit, and that ceiling is what restricts how far citizen reputation and church attendance can grow.
